  5.     It started last December with a snowball fight; by last week
  6. it had blown into multiple investigations into how women and
  7. plebes are treated at the U.S. Naval Academy. After Midshipman
  8. Gwen Dreyer hit a male student in the face with a well-aimed
  9. snowball, he and some buddies retaliated by handcuffing her to
  10. a urinal and photographing her in that humiliating situation.
  11. No one, including Dreyer, reported the incident, but when her
  12. father complained, Dreyer, who had previously talked of
  13. enrolling at Caltech, quit the academy.

  15.     In the resulting furor, other abuses came to light: a
  16. midshipman had been bound and taped to a chair by classmates
  17. who thought he had lied; another had been forced to eat and
  18. drink until he vomited. Last week Rear Admiral Virgil Hill, the
  19. academy superintendent, announced stricter punishments,
  20. including dismissal, for physical "horseplay" involving
  21. unwilling participants.

  23.     Hill must still contend with investigations by the General
  24. Accounting Office, two House Armed Services subcommittees and
  25. the Pentagon's Inspector General. The academy has also
  26. reconvened the Women Midshipmen Study Group to report on
  27. attitudes toward women at Annapolis. It will be the group's
  28. third investigation in four years.
